understand the shipmasters being rather dubious
about signing the petition without the sanction
of their respective companies as the Commissioner
can order that a Master must be removed from a cer-
tain run of course you will understand that Masters
on the River, or in solely River companies could
not afford to be ordered off the River.
Relations are very strained here between the
British and Germans.
A petition has been sent to
H.B.M. Minister at Pe kin praying that they may be
removed from the British Concession; the China
Association have also taken the matter up, and if
you could get the ear of Mr Gershom Stewart, and get
him to bring the matter before the House it would
help matters, I am sure, also re the alien enemies
in the service of the Chinese Maritime Customs board-
ing British steamers in the execution of their duties.
